The notion of academic freedom dates back to the creation of universities and has long been understood to be central to their vocation. This freedom has come under attack by different actors throughout its history. In the current context, rising threats to democracy and human liberties, the corporatization of research, concerns about diversity and increased societal polarization, are putting a considerable pressure on its exercise. However, academic freedom is also a concept that suffers from persistent ambiguities associated with the general notion of freedom as well as debates about the function of universities.This edited collection addresses the question of academic freedom by situating it in its broader global context. More conceptual treatments contribute to an understanding of academic freedom as distinct and separate from, although related to, freedom of expression, or student rights. These conceptual treatments are combined with studies of actual struggles over the scope of academic freedom in specific universities. The coup in Myanmar on 1 February 2021 abruptly reversed a decade-long flirtation with economic and political freedoms. The country has since descended into civil war, the people have been plunged back into conflict and poverty, and the state is again characterised by fragility and human insecurity. Are algorithms ruling the world today? Is artificial intelligence making life-and-death decisions? Are social media companies able to manipulate elections? As we are confronted with public and academic anxieties about unprecedented changes, this book offers a different analytical prism to investigate these transformations as more mundane and fraught. The book explores the emergence of algorithmic reason through rationalities, materializations, and interventions. The book shows how political interventions to make algorithms governable encounter friction, refusal, and resistance. Did the Federal Republic of Germany plan another European border revision just 20 years after the end of the Second World War? Did the plan call for the use of biological and chemical weapons? Bonenkamp’s ground-breaking research shows how disinformation campaigns were part of the German-German conflict during the Cold War. The Lawrence and Lynne Brown Democracy Medal, presented by the McCourtney Institute for Democracy at Penn State, recognizes outstanding individuals, groups, and organizations that produce innovations to further democracy in the United States or around the world. Voting is foundational in a democracy, yet over six million American citizens remain stripped of their ability to participate in elections. Once convicted of a felony, people who complete their sentences reenter society, but no longer with the civil rights they once had. They may return to school, secure employment to provide for their families, and become law-abiding, tax-paying citizens—sometimes for decades—and still be denied the voting rights afforded to every other citizen. Desmond Meade, director of the Florida Rights Restoration Coalition and a returning citizen himself, played an instrumental role in the landslide 2018 Amendment 4 victory in Florida, which used the ballot box to restore voting rights to 1.4 million Floridians with a previous felony conviction. Meade argues how, state by state, America can do better. His efforts in Florida present a compelling argument that creating access to democracy for those living on the fringes of society will create a more vibrant and robust democracy for all. Amnesty International's (AI) focus on civil and political rights has marked their work with a gender bias from the outset. In the first comprehensive look at AI's work on women's rights, Miriam Ganzfried illustrates the development of their activities regarding women's rights issues over twenty years. Some argue that it is impossible to achieve and protect a revolution without the support of the army, but how can the support of the army be won? The authors examine a series of historical moments in which a crisis in the military has reflected deep instability in the wider world, including Russia in 1917, Egypt during the Arab Spring, the Paris Commune, as well as long-standing instability in Venezuela and Indonesia, amongst many others. This edited volume explores how artificial intelligence (AI) is transforming international conflict in cyberspace. Over the past three decades, cyberspace developed into a crucial frontier and issue of international conflict. However, scholarly work on the relationship between AI and conflict in cyberspace has been produced along somewhat rigid disciplinary boundaries and an even more rigid sociotechnical divide – wherein technical and social scholarship are seldomly brought into a conversation. This is the first volume to address these themes through a comprehensive and cross-disciplinary approach. With the intent of exploring the question ‘what is at stake with the use of automation in international conflict in cyberspace through AI?’, the chapters in the volume focus on three broad themes, namely: (1) technical and operational, (2) strategic and geopolitical and (3) normative and legal. This open access book examines everyday practices in an asylum administration. Asylum decisions are often criticised as being ‘subjective’ or ‘arbitrary’. Asylum Matters turns this claim on its head. Through the ethnographic study of asylum decision-making in the Swiss Secretariat for Migration, the book shows how regularities in administrative practice and ‘socialised subjectivity’ are produced. It argues that asylum caseworkers acquire an institutional habitus through their socialisation on the job, making them ‘carriers’ of routine practices. The different chapters of the book deal with what it means to methodologically study administrative practice: with how asylum proceedings work in Switzerland and with the role different types of knowledge play in overcoming the uncertainties inherent in refugee status and credibility determination. It sheds light on organisational socialisation processes and on the professional norms and values at the heart of administrative work. By doing so, it shows how disbelief becomes normalised in the office. This book speaks to legal scholars, sociologists, anthropologists, human geographers and political scientists interested in bureaucracy, asylum law, migration studies and socio-legal studies, and to NGOs working in the field of asylum.

Local police departments receive a vast number of calls annually from the healthcare sector, the education sector, the Norwegian Labour and Welfare Administration, other social service agencies, families, friends, neighbors and others, expressing concern that individuals or groups might be, or are at risk of becoming, violent extremists. The majority are unwarranted. Yet Norway has, in recent years, experienced that extremists can inflict a great deal of damage, pain, fear and death – not just on individual victims, but on society as a whole. How can the relevant authorities intervene in time to prevent such events from occurring without compromising important democratic values? Scham kann entstehen, wenn sich weiße Personen über eigenes, ungewollt rassistisches Handeln bewusst werden, aber auch mit Blick auf die eigene Untätigkeit angesichts rassistischer Machtverhältnisse. Scham kann zudem aufkommen, wenn weiße Personen damit konfrontiert sind, dass sie - anders als ihr bisheriges Selbstkonzept -- von Schwarz oder of Color positionierten Menschen als weiß, privilegiert oder bedrohlich wahrgenommen werden. Die Verarbeitung der eigenen Scham kann einerseits Anlass für Bildungsprozesse sein, in denen sich Selbst- und Weltverhältnisse ändern. Andererseits können sich in Bildungsprozessen auch Aspekte des eigenen Schamerlebens wandeln. Zugleich sind Scham und Bildungsprozesse weißer Personen über die eigene Involviertheit in rassistische Verhältnisse unausweichlich widersprüchlich. Für (rassismus-)kritische politische Bildung ist interessant, wie Scham berücksichtigt werden kann, ohne selbst beschämend zu handeln. Speaking to the Twentieth National Congress of the Communist Party of China, in October 2022, President Xi Jinping reiterated his commitment to the 'opening up' policy of his predecessors — a policy that has burnished the party’s political legitimacy among its citizens by enabling four decades of economic development. Yet, for all the talk of openness, 2022 was a year of both literal and symbolic locks and chains — including, of course, the long, coercive, and often brutally enforced lockdowns of neighbourhoods and cities across China, most prominently Shanghai. Then there was a vlogger’s accidental discovery of the ‘woman in chains’, sparking an anguished, nationwide conversation about human trafficking. That was part of a broader (if frequently censored) conversation about gendered violence and women’s rights, in a year when women’s representation at the highest levels of power, which was already minimal, decreased even further. There was trouble with supply chains and, with the Fourth Taiwan Strait Crisis, in August, island chains as well. Despite the tensions in the Asia-Pacific, the People’s Republic of China expanded its diplomatic initiatives among Pacific island nations and celebrated fifty years of diplomatic links with both Japan and Australia. As the year drew to a close, a tragic fire in a locked-down apartment building in Ürümqi triggered a series of popular protests that brought an end to three years of ‘zero COVID’. This new book shows how the idea of a strategic triangle can illuminate the security relationships among the United States, the European Union and Russia in the greater transatlantic sphere. This concept highlights how the relationships among these three actors may, on some issues, be closely related. A central question also follows directly from the use of the notion of the triangle: does the EU have actor capability in this policy sphere or will it get it in the future? The reason this is so important for our project is that only if the Union is regarded by the two other actors, and regards itself, as an actor in security policy does the strategic triangle really exists. Consequently, this book has a strong focus upon the development of the actor capability of the Union. In the case of the United States, it examines to what extent the concept of the strategic triangle has significance under each of five grand strategies that serve as alternative visions of the superpower’s role in the world.

This book focuses on the neglected yet critical issue of how the global migration of millions of parents as low-waged migrant workers impacts the rights of their children under international human rights law. The work provides a systematic analysis and critique of how the restrictive features of policies governing temporary labour migration interfere with provisions of the Convention on the Rights of the Child that protect the child-parent relationship and parental role in children’s lives. Combining social and legal research, it identifies both potential harms to children’s well-being caused by prolonged child-parent separation and State duties to protect this relationship, which is deliberately disrupted by temporary labour migration policies. The book boldly argues that States benefitting from the labour of migrant workers share responsibility under international human rights law to mitigate harms to the children of these workers, including by supporting effective measures to maintain transnational child-parent relationships. This book provides a holistic picture of Chinese global security discourses, with a focus on macrosecuritizations. The work examines how the People’s Republic of China (PRC) has aligned itself within global security discourses. This is approached through the theory of securitization, specifically by using the notion of macrosecuritization as the lens for its analysis. The book offers the first full account of Chinese macrosecuritization discourses and alignments, and it aims to discern what security speech with referent objects such as humanity, civilization, or nature has done in the domestic and international politics of China. Specifically, the work focuses on the discourses of the Cold War, anti-nuclear weapons, climate change, and the Global War on Terror, which have all been postulated in the literature as macrosecuritizations. In addition, it examines discourses with global referent objects that have been put forth by the PRC so that we can see whether its proposals for global security governance take the form of, or are legitimated through, macrosecuritization. The overall argument in the book is that the way contemporary China uses macrosecuritization discourses provides for ontological security as its position in relation to other major powers is undergoing transformation, by allowing it to maintain a consistent narrative of its international self that abides by its own set of moral values and sense of worth. During the Ancient Greek and Roman eras, participation in political communities at the local level, and assertion of belonging to these communities, were among the fundamental principles and values on which societies would rely. For that reason, citizenship and democracy are generally considered as concepts typical of the political experience of Classical Antiquity. These concepts of citizenship and democracy are often seen as inconsistent with the political, social, and ideological context of the late and post-Roman world. As a result, scholarship has largely overlooked participation in local political communities when it comes to the period between the disintegration of the Classical model of local citizenship in the later Roman Empire and the emergence of ‘pre-communal’ entities in Northern Italy from the ninth century onwards. By reassessing the period c. 300-1000 ce through the concepts of civic identity and civic participation, this volume will address both the impact of Classical heritage with regard to civic identities in the political experiences of the late and post-Roman world, and the rephrasing of new forms of social and political partnership according to ethnic or religious criteria in the early Middle Ages. Starting from the earlier imperial background, the fourteen chapters examine the ways in which people shared identity and gave shape to their communal life, as well as the role played by the people in local government in the later Roman Empire, the Germanic kingdoms, Byzantium, the early Islamic world, and the early medieval West. By focusing on the post-Classical, late antique, and early medieval periods, this volume intends to be an innovative contribution to the general history of citizenship and democracy.

This book examines the potential role of European Union law in combating poverty and social exclusion in the European Union. Anti-poverty strategies have been part of the European Union agenda for decades. Most saliently, over a decade ago, the EU’s Member States pledged to lift 20 million people out of poverty. In spite of this commitment, the EU did not even meet a quarter of this target, and over 113 million people still were at risk of poverty and social exclusion by the end of 2020. This book addresses the incongruence between a quite developed EU policy strategy and a well-embedded legal objective on the one hand, and the lack of direct legal action on the other. Analysing the role of social policy instruments, fundamental rights, and the constitutional framework of the European Union, it makes a detailed case for a contribution of EU law to the policy objective of combating poverty and social exclusion. This book explores concepts of Cultural genocide, its definitions,　place in international law, the systems and methods that contribute to its manifestations, and its occurrences. Through a systematic approach and comprehensive analysis, international and interdisciplinary contributors from the fields of genocide studies, legal studies, criminology, sociology, archaeology, human rights, colonial studies, and anthropology examine the legal, structural, and political issues associated with cultural genocide. This includes a series of geographically representative case studies from the USA, Brazil, Australia, West Papua, Iraq, Palestine, Iran, and Canada. This volume is unique in its interdisciplinarity, regional coverage, and the various methods of cultural genocide represented, and will be of interest to scholars of genocide studies, cultural studies and human rights, international law, international relations, indigenous studies, anthropology, and history.

The present volume provides documentary evidence of the project “Internet Rights: towards a Digital Citizenship”, which began in 2016 through a ministerial announcement and ended in June 2022. In the project collaborated the following institutions: I) a network formed by schools from Molise, whose leader was the technical institute “G. Marconi” of Campobasso; II) the University of Molise; III) CREMIT – Media, Innovation and Technology Education Research Centre, Catholic University of the Sacred Heart, Milan; IV) the social cooperative EDI Onlus – Childhood and Adolescence Rights Education Onlus. The outcome of the project represents a digital framework with which students will acquire skills necessary to exercise their Internet Rights. The volume and the specific cards available in it and on the website represent a useful and tangible tool for teachers to design and manage new courses and laboratories in middle and high schools.

Der vorliegende Band dokumentiert die öffentliche Antrittsvorlesung von Honorarprofessor Dr. Murad Erdemir, gehalten am 28. Mai 2014 in der Aula der Georg-August-Universität Göttingen. Murad Erdemir, im Hauptamt stellvertretender Direktor und Justiziar der Hessischen Landesanstalt für privaten Rundfunk und neue Medien (LPR Hessen), beschäftigt sich in seiner Antrittsvorlesung mit der Menschenwürde als Zentralbegriff von Recht und Ethik. Dabei konkretisiert er deren Schutzbereich im Hinblick auf die medienrechtliche Bewertung und benennt anhand der Aufsichtspraxis der Landesmedienanstalten und des Deutschen Presserates mögliche Verletzungskategorien. Wie sind die Menschenrechte heute angemessen zu verstehen? Sich ausschließlich auf ihren rechtlichen Gehalt oder ethisch-moralischen Anspruch zu konzentrieren, genügt dafür offenbar nicht. Notwendig ist es vielmehr, die Dimension des Politischen, die diesen Rechten eigen ist, systematisch in den Blick zu nehmen: Erst im Feld der sozialen Praxis und in den historisch bezeugten Erfahrungen handelnder Individuen wird ein moralisch-rechtlicher Anspruch konkret greifbar. Am Beispiel des zeitgenössischen Umgangs mit dem Erbe des französischen Kolonialkrieges in Algerien setzt Daniel Bogner Theorie und Praxis, Normativität und Geschichte konsequent miteinander in Beziehung. Ergebnis ist ein neues Verständnis der Menschenrechte - jenseits der Sackgassen einer rein historischen oder exklusiv geltungstheoretischen Perspektive.

Data Justice and the Right to the City engages with theories of social justice and data-driven urbanism. It explores the intersecting concerns of data justice - both the harms and civic possibilities of the datafied society – and the right to the city - a call to redress the uneven distribution of resources and rights in urban contexts. These concerns are addressed through a variety of topics: digital social services, as cities use data and algorithms to administer to citizens; education, as data-driven practices transform learning and higher education; labour, as platforms create new precarities and risks for workers; and activists who seek to make creative and political interventions into these developments. This edited collection proposes frameworks for understanding the effects of data-driven technologies at the municipal scale and offers strategies for intervention by both scholars and citizens.

Based on 86 interviews and fieldwork in Greece and Italy, Nicholas R. Micinski proposes a new theory of international cooperation on international migration. States approach migration policies in many ways—such as coordination, collaboration, subcontracting, and unilateralism—but which policy they choose is based on capacity and on credible partners on the ground. Micinski traces the fifty-year evolution of EU migration management, like border security and asylum policies, and shows how EU officials used “crises” as political leverage to further Europeanize migration governance. In two in-depth case studies, he explains how Italy and Greece responded to the most recent refugee crisis. He concludes with a discussion of policy recommendations regarding contemporary as well as long-term aspirations for migration management in the EU.
